The Statewide Automated Child Welfare Information System
The Georgia Department of Human Resources (DHR) had been challenged by the US Department of Health and Human Services to improve the processes for tracking those children who are under the auspices of the DHR child welfare system. Over the course of the last ten years, DHR had spent some $30 million on computer systems that failed to meet the Federal requirements for a system that would make children safer.
“The Statewide Automated Child Welfare Information System (SACWIS) is one of the Governor’s priorities for child welfare, and he is committed to seeing it completed on time”, said a spokesman for Governor Sonny Perdue in August of 2005. What followed was the issuance of a Request for Proposals (RFP) to invite companies to present solutions to the State of Georgia.
Among the companies responding to the RFP was Accenture, a key client and partner of Avion Systems and one of the world’s most renowned consulting companies. Accenture had a history of success with SACWIS in Texas and New York. They also had a proven web-based system. What was missing was an understanding of the unique political and historical environment in Georgia where this had been a bone of great contention for many years. It was that void that Avion Systems first filled and provided a true value-add that enabled Accenture to be selected as the winning bidder.
The initial value-add brought by Avion was its ability to identify a Subject Matter Expert (SME) who worked with Accenture to prepare the successful bid. The SME provided by Avion brought unique intelligence and experience gleaned from a twenty-five year career with DHR in progressively responsible positions in child welfare.
